When shkia is after 5:30:
Mincha : 15 minutes before shkia
When shkia is before 5:30:
When shkia is between 5:30 and 7 :00 pm:
Mincha : 15 minutes before shkia
When shkia is later than 7:00 pm:
Mincha : 15 minutes before shkia but not later than 8:00 pm
Maariv is at 7:45 pm until that is too early. When that is too early, it is at 9:00 pm (or at the z'man when it gets even later)
